On September 22, 2023, the President of Turkmenistan, Serdar Berdimuhamedov, signed a law giving citizenship to 1,300 people and allowing 265 foreigners to live in the country as a celebration for Turkmenistan's 32nd anniversary.

People from 32 different countries have become citizens. Residents from 25 different countries have obtained residency, and some of them are also citizens of 13 different states.

Usually, Turkmenistan helps out Turkmens in other countries by providing humanitarian aid and other forms of support.
