What, then, is required of individuals engaged in diplomatic work in multilateral organizations? Brian Urquhart has put the matter as follows: The art of multilateral diplomacy consists to a large degree in long and intricate negotiations, contacts and conversations. Multilateral diplomacy is usually a laborious and nerve-racking process that requires great stamina as well as intuition, intellect, understanding and negotiating ability.

And what type of person is best suited to this kind of work? Perhaps it ought to be said at the outset that some persons discover, on being sent to the United Nations, that they have a natural aptitude for the multilateral environment, which is different in important respects from a bilateral forum. Of course, some diplomats have worked in both environments, as well as in their own national ministries, and this three-dimensional experience is useful, if not essential, particularly in the matter of coordinating work on specific issues. This coordination is especially helpful to smaller countries with relatively limited resources. It is inevitable that some persons will be posted to work in multilateral organizations without having had much experience in diplomacy in any form. But experience for example, in government agencies whose work has international dimensions can be an asset to the new diplomat as well as to the multilateral organization itself.

In the multilateral system, diplomats play multiple roles. First and foremost is their function as the representative and promoter of their country's interests. But the United Nations seeks to serve the interests of the global community, and its members must also contribute to that broader endeavor.

Diplomacy is the method by which nation-states, through authorized agents, maintain mutual relations, communicate with each other, and carry out political, economic, and legal transactions.

Although the roots of diplomacy reach back to the beginning of organized human society, the Peace of Westphalia of 1648 is generally believed to be the origin of diplomacy as an institution, since it marked the beginning of the European nation-state system (which initially consisted of twelve well-defined sovereign states) and codified the rules of conduct among sovereign and "equal" states. The Westphalian principles of sovereignty and the territorial state that were established in the seventeenth century are the foundation of today's multilateral diplomatic system.

The history of diplomacy is commonly divided between the "old diplomacy" that reached its zenith in the nineteenth century and the "new diplomacy" of the twentieth. The "old diplomacy" or "bilateral diplomacy" was dominated for almost three hundred years by the "French system of diplomacy," which established and developed several key features of contemporary diplomacy-resident ambassadors, secret negotiations, ceremonial duties and protocol, honesty, and professionalism. Old diplomacy predominantly limited to the conduct of relations on a state-to-state basis via resident missions (embassies), with the resident ambassador being the key actor. The "new diplomacy" that emerged in the nineteenth century and found its fullest expression in the twentieth is distinguished from the "old" by two themes: "First, the demand that diplomacy should be more open to public scrutiny and control, and second, the projected establishment of an international organization which would act both as a forum for the peaceful settlement of disputes and as a deterrent to the waging of aggressive war".

An open lecture titled “Silent Automation” was held at the Diller Dünýäsi Education Center

Ashgabat — An open lecture titled “Silent Automation: Thinking Before Technology” was held at the Diller Dünýäsi Education Center. The event featured digital solutions expert Arslan Tekaýew. The lecture was based on the speaker’s many years of professional experience.

The event was organized by the Ministry of Education of Turkmenistan, the Volunteers Center of Magtymguly Youth Organization of Turkmenistan, and the Young Entrepreneurs’ Center of Party of Industrialists and Entrepreuners of Turkmenistan.

During the lecture, the importance of automation in regulated environments was discussed, as well as the risks posed by manually performed processes and the benefits of digitizing everyday tasks. According to Arslan Tekaýew, effective automation can be successfully implemented by specialists who understand the process from the inside, even without large IT teams or external companies.

The presentation highlighted that administrative tasks—such as budget consolidation, guest registration, and business trip approvals—take a lot of time when performed manually and are prone to errors. Managing these processes through digital systems increases efficiency while ensuring compliance with audit and regulatory requirements.

According to the speaker, all internal digital systems he has developed were created using only internal resources, without relying on external providers, and were fully deployed on-premises. These solutions aim to ease employees’ work and reduce repetitive tasks.

During the lecture, it was emphasized that automation should not replace employees but rather save their time and improve the quality of work.

The event generated significant interest among participants. At the end of the lecture, a Q&A session was held focusing on automation, digital skills, and professional development.

An international conference entitled “Health and Nutrition in the Context of Climate Change” was held in the capital of Turkmenistan, highlighting the country’s commitment to uniting efforts in addressing climate-related challenges.

The event brought together representatives of relevant Turkmen ministries, the Food and Agriculture Organization of the United Nations (FAO), the UN Development Programme, as well as delegates from Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Iran, and Russia.

Participants emphasized that ensuring environmental sustainability is a key priority of Turkmenistan’s state policy. Within the framework of the National Climate Change Strategy and the National Forestry Programme, systematic measures are being implemented to rationally manage land and water resources, protect the environment, and introduce green and resource-efficient technologies.

Ensuring food security under changing climatic conditions is closely linked to achieving the Sustainable Development Goals. Climate change impacts require the modernization of traditional agricultural practices and the adoption of innovative approaches. Turkmenistan actively supports the expansion of international cooperation in this field.

As part of the conference, several project agreements were signed between Turkmenistan’s relevant institutions and FAO, aimed at restoring ecosystems, strengthening integrated water resources management, enhancing climate resilience in agriculture, and fulfilling commitments under the Paris Agreement.

The economic forum held within the framework of the Special Programme for the Economies of Central Asia (SPECA) of the United Nations has officially opened in Ashgabat. The event once again highlighted the region’s strategic role as a major global transport and energy hub.

Speaking at the forum, Deputy Minister of Finance and Economy of Turkmenistan Babanyyaz Yalakow emphasized that mutually beneficial cooperation forms the foundation of interaction within the SPECA framework. He noted that the advantageous geographical location and rich natural resources of participating countries create favorable conditions for large-scale infrastructure investments and long-term regional stability.

“Our region is one of the world’s key energy and transit centers. Therefore, consistently strengthening its economic potential is crucial for sustainable development,” the Deputy Minister stated.

According to B.Yalakow, 2025 became a landmark year for SPECA under Turkmenistan’s chairmanship. Special attention was given to institutional development and the expansion of trade cooperation. In 2025, Turkmenistan’s trade turnover with SPECA countries exceeded USD 2.2 billion, marking a 15 percent increase compared to 2024, while their share in the country’s foreign trade rose to over 11 percent.

Particular emphasis was placed on Turkmenistan’s leading role in shaping Eurasian logistics. The development of the East–West and North–South transport corridors remains a priority, including projects such as the Iran–Oman–Turkmenistan–Uzbekistan corridor and the Lapis Lazuli route linking Afghanistan, Turkmenistan, Azerbaijan, Georgia, and Türkiye.

The importance of the Turkmenbashi International Seaport was also highlighted, as it connects the Caspian and Black Seas and provides access to Europe, the Middle East, and the Asia-Pacific region.

Vocabulary building techniques

Vocabulary building is a fundamental part of language development and effective communication. A rich vocabulary allows individuals to express ideas clearly, understand others better, and engage more confidently in academic, professional, and social contexts. Developing vocabulary is not a one-time activity but a continuous process that requires consistent effort and the use of effective techniques.

One of the most effective vocabulary building techniques is extensive reading. Reading books, newspapers, magazines, and online articles exposes learners to new words in meaningful contexts. When words are encountered naturally in sentences, it becomes easier to understand their meanings, usage, and tone. Reading across different genres also helps learners acquire both general and specialized vocabulary.

Another important technique is learning words in context rather than in isolation. Memorizing long word lists often leads to quick forgetting, whereas understanding how a word functions in a sentence improves long-term retention. Paying attention to collocations, phrases, and common expressions helps learners use new vocabulary more naturally in speech and writing.

Using a vocabulary notebook is also highly beneficial. Writing down new words along with their meanings, example sentences, synonyms, and antonyms reinforces learning. Regularly reviewing the notebook helps transfer words from passive recognition to active use. This technique encourages organized and purposeful vocabulary learning.

Active usage of new vocabulary is essential for mastery. Learners should make a conscious effort to use newly learned words in speaking and writing. Engaging in discussions, writing short paragraphs, or practicing dialogues allows words to become part of everyday language use. The more frequently a word is used, the more firmly it is stored in memory.

Learning word formation patterns is another effective strategy. Understanding prefixes, suffixes, and root words helps learners guess the meanings of unfamiliar words and expand vocabulary efficiently. This technique not only increases word knowledge but also strengthens overall language awareness.

Listening activities also play a significant role in vocabulary building. Watching films, listening to podcasts, lectures, or songs exposes learners to pronunciation, intonation, and real-life usage of words. Listening helps learners recognize vocabulary in natural speech and improves comprehension skills.

Finally, regular revision and repetition are crucial for vocabulary development. Without review, newly learned words are easily forgotten. Using techniques such as spaced repetition, flashcards, or quizzes helps reinforce memory and ensures long-term retention.

In conclusion, vocabulary building requires a combination of reading, contextual learning, active use, listening, and regular review. By applying these techniques consistently, learners can steadily expand their vocabulary and improve their overall language proficiency.

A children’s football festival was held at the Sports School ground located in the Babarap rural council of the Gokdepe district, Ahal region. Bringing together dozens of young athletes, the sports event was organized by the Football Federation of Turkmenistan in cooperation with the administration of the Sports School. This was reported by the Turkmenistan News Portal.

The festival program was active and rich in content. Within its framework, young footballers took part in training sessions and game-based lessons. Coaches paid special attention to developing ball control, responsiveness, coordination of movements, and teamwork skills. The format of the event enabled children not only to demonstrate their abilities but also to receive valuable advice from specialists.

At the end of the festival, a ceremonial award presentation was held. All participating children were presented with footballs by the Football Federation of Turkmenistan.

Such events have already become a positive tradition. Previously, football festivals were successfully held at specialized sports schools in the capital, at the Ashgabat City Main Department of Physical Culture and Sports, at the “Olimp” Sports School, and at the “Kopetdag” Multidisciplinary Sports Complex of the Ministry of Internal Affairs of Turkmenistan.

The organizers note that events of this kind play an important role in promoting mass sports and help identify talented players at an early stage who may in the future strengthen the ranks of national teams.
